South Shore Chamber update on MBTA proposed service cuts

The MBTA proposed a series of transit cuts earlier this month in an attempt to answer some budget shortfalls due to a decrease in revenue and ridership. These proposed cuts affect Ferry Service in Hingham & Hull, as well as some bus and commuter rail service in the region. 
 
The proposed MBTA service cuts could impact far more people and interests than simply the individual riders of ferries, buses, and trains. Some of the proposals threaten the region’s economic future. Municipalities, developers, businesses, and homeowners have planned, invested, or located around long-term transit assets.  
 
The South Shore Chamber of Commerce has been engaged in dozens of public and private discussions with state and local officials as well as residents and businesses. The Chamber recognizes the financial pressure on the MBTA during the COVID-19 slowdown when people have been asked to stay at home. However, we are also looking to the recovery. We are concerned that deep cuts or elimination of services during a slowdown may mean no services during the recovery. Mass-transit services are not easily reinstated once capital and personnel changes are made.  
 
The Chamber has submitted a formal statement to the MBTA Fiscal and Management Control Board. The FMCB will be making their decisions in the next few weeks. 

Chamber's advocacy efforts

On November 17th, organized and led meeting with Joe Aiello, Fiscal and Management Control Board Chair for the MBTA with 50 + regional leaders, stakeholders, local officials.

November 15th starts International Fraud Awareness Week, a time when we should all educate ourselves about fraud and how to protect ourselves against it. At South Shore Staffing, we have had two close calls with unemployment fraud in a short period of time. To learn more about unemployment fraud specifically, keep reading for tips on how to handle it:

With unemployment rates so high due to pandemic-related layoffs and closures, one group is taking full advantage of the situation: The scammers. From super-sophisticated organizations draining states of millions of dollars, to opportunists who want to make a quick buck, the rise in fraudulent unemployment activity is alarming. In fact, the FBI even notified states of the rise in unemployment claims using stolen personal information back in July.

Federal relief programs such as the $2.2 trillion federal CARES Act which provides Pandemic Unemployment Assistance (PUA) has only increased the illegal activity. In fact, Colorado had to stop $750 million to $1 billion in improper payments because more than three out of four claims made under the PUA program were fraudulent!

On Monday, November 2, 2020, Governor Baker issued three new COVID-19 Orders, all of which are effective Friday, November 6, 2020 at 12:01 a.m. 
 
COVID-19 Order No. 53 (https://www.mass.gov/doc/covid-19-order-53/download) imposes a Mandatory Night-Time Closing Period for Certain Businesses and Activities from 9:30 p.m. each day until 5:00 a.m. the following day.  This Mandatory Closing Period Order prohibits certain businesses, facilities, and activities from admitting customers, patrons, or members of the public to their premises or otherwise offering, providing, or permitting in-person, on-premises services or activities, during the closed period.  Businesses, facilities, and activities subject to the mandatory closing period include:

  1. Restaurants, except take-out and delivery of food and non-alcoholic beverages;
  2. Indoor and outdoor recreation, including arcades;
  3. Indoor and outdoor events;
  4. Indoor and outdoor theaters, movie theaters, and performance venues;
  5. Drive-in movie theaters;
  6. Youth and adult amateur sports activities;
  7. Golf facilities;
  8. Recreational boating and boating businesses;
  9. Outdoor recreational experiences and educational activities;
  10. Casinos, horse racing tracks, and simulcast facilities;
  11. Driving and flight schools;
  12. Zoos, botanical gardens, wildlife reserves, and nature centers;
  13. Close contact personal services;
  14. Fitness centers and health clubs;
  15. Indoor and outdoor pools; and
  16. Museums/cultural and historical facilities/guided tours.

Chamber Board of Directors Nominations

The Nominating Committee of the South Shore Chamber of Commerce is pleased submit a slate of Officers and Directors for terms starting January 1, 2021. Under our bylaws additional names can be placed before the board through a petition bearing signatures of 75 members in good standing. Candidates will be presented to the Chamber’s Board of Directors at their November meeting. 

We are suggesting a break in tradition for 2021 regarding the Chair, First Vice-Chair and Immediate Past Chair. These are normally only one-year terms. We are asking Renee McInnes, Deirdre Savage and Jim Dunphy to continue their current positions next year. The Chamber’s year is not very different than what many of our members have gone through. We have not stopped. We have made progress on several fronts and found new ways to serve members. It has been a year of quick adjustments with some projects and programs being put on hold until more normal operations can resume. To move through the remainder of the COVID era while keeping focused on our strategic plan the Executive Committee, Board and management feels it is better to keep those three positions in place for next year. We appreciate all three agreeing to that plan.
